WTA Comments on NTIA’s Proposed BEAD Performance Measures Guidance

Today, WTA provided feedback to NTIA on its proposed Performance Measures Guidance. In its comments, WTA recognized the importance of a robust performance measurement program to help ensure that the BEAD funds are being spent wisely and efficiently but suggested making a few adjustments to avoid imposing burdensome and/or unnecessary requirements as they will discourage companies from participating in the BEAD. WTA recommended removing the requirement to post information on company websites that would be duplicative to publicly available information submitted to state broadband offices. WTA is also concerned about the overly complex nature of the instructions provided to companies to ensure they don’t avoid skewing the customer survey sample. Finally, WTA is concerned that service providers could be penalized unfairly for “problems” that do not reflect any actual unreliability in their networks.
