WTA Presents Proposals to FCC on Network Testing Fixes

On April 17, WTA sent a letter to the FCC following up on previous conversations about broadband network testing. The letter contains specific proposals WTA recommends the FCC adopt to reduce regulatory burdens on small, rural broadband providers.  The proposals include:

1. Requiring ISPs to only test portions of the network they control for compliance purposes

2. Providing flexible start times to the testing

3. Reducing the number of testing locations to 50 per company to put small ISPs on par with large ISPs

4. Providing small ISPs with 200 percent more randomly selected locations than needed to reduce complexity

5. Proving ISPs an opportunity to correct problems and retest prior to losing USF support
