WTA Comments on FCC’s Lifeline Modernization and Reform Efforts
WTA submitted comments to the Federal Communications Commission in response to its Second Further Notice of Proposed Rulemaking seeking input on reforms to the Universal Service Fund’s Lifeline program, including expanding the program to include broadband services as Lifeline services. WTA reminded the Commission that regulatory changes are necessary to allow WTA’s members and other RLECs offer stand-alone broadband at affordable and reasonably comparable rates to all of their customers, including low-income and Lifeline customers. WTA also urged the Commission to adopt reforms that increase efficiencies in the program, reduce rather than increase burdens on providers and consumers, and promote financial sustainability of the Universal Service Fund.
