WTA Members Meet with FCC to Discuss Complexities of IP Transition
Last week, WTA staff and member company representatives met with staff from the offices of FCC Chairman Carr and Commissioners Trusty and Gomez to discuss the Commission’s IP Transition Notice of Proposed Rulemaking.
Consistent with WTA’s comments in the proceeding, WTA emphasized that there are many “moving parts” that the FCC and industry must consider as the network transitions to all-IP. These issues include: where interconnection occurs and where the network edge is defined; who bears the costs of transport; NG911 coordination; intercarrier compensation; reliability; cybersecurity (including the risks of DDoS attacks); CALEA compliance; jurisdictional assignments of IP traffic (and the possible impact on State USF funds); federal USF reforms; the need for subsidies for the short-term costs increases to implement all-IP networks; and the required transition period.
