WTA Files Comments in Response to USF NPRM on High-Cost Budget and Other Reforms

Today, WTA filed comments in response to the FCC’s Notice of Proposed Rulemaking released on March 23.  In its comments, WTA supports an increase in the USF High Cost Fund budget devoted to rate-of-return carriers, a second ACAM offer for glide path carriers, and, conditionally, full funding for rate-of-return carriers under ACAM.  WTA also provided thoughts on a threshold level of support for legacy rate-of-return carriers.

WTA recommended not lowering the per line cap on monthly USF support, replacing the competitive overlap process with auctions, and combining the HCLS and CAF-BLS mechanisms.  WTA also took stances against adding means testing and vouchers to the High Cost Fund.
