RLEC Associations File Proposed USF Obligations with FCC

On December 16, WTA, NTCA and USTelecom filed with the FCC suggested speed and build-out obligations for rate-of-return carriers that, in the future, decline model-based USF support. The filing also recommends eliminating the “5-year plan” component of the 481 form and replacing it with an alternative method of assessing progress in meeting buildout and speed goals.
